Critics say this is an attempt by the government to introduce key elements of the Identity Card scheme by stealth, without approval, appearing to reduce the cost and novel controversiality of the scheme.The national fingerprint and biometric database is the most controversial element of the British government's Identity Card proposal, which drew debate prior to the recent election. All UK residents would be required to register on a central computer database — containing at least the fingerprint, iris scan, photograph, address and birth date and place of each resident.Further information stored on individuals may include police, motoring, financial, health, telephone and email communications and movement data.This would be used by government agencies including the police, immigration, medical and social security. Access would likely be extended to overseas intelligence agencies such as CIA and Interpol. Partial access would be given to banks and other parties interested in secure identification.The database itself may be administered by the private sector. Critics argue that there is huge potential for willful misuse of this personal data.Speaking to , The Liberal Democrats' home affairs spokesman, Mark Oaten, said the government was trying to hide the true costs of its Identity Card scheme by turning the passport into a biometric identity card."The compulsory identity cards scheme is an expensive white elephant and a serious threat to civil liberties. Friday, April 15 , 2005 The United States Marshals Service working together with nearly 960 other law enforcement agencies recently concluded a week-long operation, Operation FALCON, which succeeded in the arrest of 10,340 fugitives across the United States and elsewhere. Other regional sweeps have been conducted before; but this was the first of its kind at the national level and resulted in the highest number of arrests ever recorded in a single operation.Operation FALCON, which stands for "Federal And Local Cops Organized Nationally", received the cooperation of more than 3,000 law enforcement agents from the US Marshals, state, county and city level, and other US agencies. Operations were also coordinated internationally with INTERPOL and the US State Department, resulting in the detainment of 16 foreign and international fugitives.Operation FALCON was conducted during a one week period, April 4 -10, 2005 , chosen to coincide with National Crime Victim's Rights Week, April 10 -16, the dates being chosen to "honor the victims" of violent crime in America. “By taking violent fugitives off the streets and putting them behind bars where they belong,” said Attorney General Alberto Gonzales, “we've honored the victims and made our streets safer.”The focus of Operation FALCON was on apprehending fugitives wanted for violent crimes, gang activities, drug trafficking, and sex-related offenses. Using the Table Builder service, the country's Crime Statistics can now be examined and analysed online in unprecedented detail.Although New Zealand Police has previously published Official Crime Statistics reports online, these statistics have only ever been available at a summary level, as a printed style document. This development allows detailed information, that was only ever available though an information request to Police, to now be seen immediately and desired statistics can be manipulated interactively.Statistics are available either nationally or by each Police district and area for the each of the last 10 years or each of the last 24 months. Recorded Crime Statistics can be analysed down to the individual offence, with scene information for recorded and resolved crime. Offender apprehension statistics are also analysed down to the individual offence as well as the age, gender, ethnicity and resolution action taken with the offender.The Recorded Crime Statistics also have a significant amount of accompaning metadata. Relevant legislation for each offence, together with caveats and interpretation notes for each parameter accompany these statistics. Users can now interpret these statistics for themselves, rather than relying on other agencies interpreting, or possibly misinterpreting, their requirements.This innovation appears to be a leading edge breakthrough in publically available crime statistics. Although a number of jurisdictions place statistical reports and summaries of crime statistics on websites, these all are in the form of printed style documents.
